Overview

CDG's carrier access billing system, CDG CABS, allows the flexibility to easily and automatically customize files for company-specific requirements, allowing clients to fine-tune data and billing to their individual needs. CDG CABS is available as a full-service solution for outsourced, online or licensed billing.

CDG’s customers realize a maximum CABS collection ratio. Revenue assurance is accomplished through multiple channels. Our comprehensive implementation processes; automated tracking and trending processes for merges of usage; complete reporting to allow for auditing and analysis that help ensure full reconciliation, including variance reporting of usage and revenue by carrier; and our new global CABS services can all be employed to eliminate revenue leakage.

CDG CABS can interface with MBS through our powerful Mediation module and with external data collection agencies to provide audit trails for tracking data used by either billing system.

Features

Download CABS Overview Brochure

Modules Available

9299 Record Distribution System
9299 Record Distribution System produces 9299-xx records and the ability to distribute the records according to Southwestern Bell Telephone Company's Data Exchange for CLEC Interconnection specifications.

Accounting Interface
This module uses on-demand batch processes to automatically convert critical accounts receivable information created by CABS into file formats required by PeopleSoft (Oracle) or John Staurulakis, Inc. (JSI) accounting systems, as well as CSV or flat file formats that can be uploaded easily into any general ledger system. This automated process eliminates human error for submitting essential data into these systems.

Adjustment and Other Charges & Credits (OC&C) Transaction Interface
Adjustment and Other Charges & Credits (OC&C) Transaction interface automatically posts payments, adjustments and OC&Cs into an adjustment file to eliminate manual entry. The interface includes complete edit checks, detailed audit reporting and error file recording with corresponding error codes.

Bill Data Tape (BDT)
Bill Data Tape (BDT) provides the ability to produce mechanized access bills according to C/BOS industry standards.

Collection Letters
A supplement to the CABS treatment process, Collection Letters can automatically be created for carriers who have past due amounts for periods of 30-, 60- and 90-days plus or 60-, 90-, 120-days plus outstanding balances. Based upon the user's chosen time period, three unique messages can be created at the carrier, feature group or days past due levels and can be directed to all carriers or to specifically designated carriers. The collection letter process accounts for posted, real-time carrier payments and adjustments to ensure accurate balances are used. Collection letters are formatted to fit into standard window envelopes and can be distributed on pre-printed letterhead. A report identifies the number and categories of letters sent.

Customer Service Record (CSR)
Customer Service Record (CSR) produces the mechanized Customer Service Record according to C/BOS industry standards.

Daily Toll Processing
Daily Toll Processing affords the merging of usage into the CABS system as often as required to spread processing activities over a month's time and allows errors accumulated in the recycle file to be corrected as they occur early in processing. This is the same subsystem used in the CABS outsourced environment that accumulates and effectively processes very large record counts each month.

Derived Percent Interstate Usage (PIU)
Derived Percent Interstate Usage (PIU) affords clients the option to derive their own PIU from certain usage instead of adopting a carrier's PIU. CDG recommends that clients enter into an applicable agreement with each carrier if this option is implemented.

Dispute Resolution
Dispute Resolution allows companies to have CDG investigate and resolve disputed bills directly with carriers. CDG will work with you and your carriers to resolve billing issues so that payment is made in full or for an agreed upon amount. This service includes sending customized collection letters.

LERG/NECA File Interface
LERG/NECA File interface module allows automated posting of the LERG and NECA #4 file information into the CLLI file to eliminate manual entry. Programs then can be used to update other screens within the CABS system. The module includes complete edit checks, detailed auditing reporting and error file recording with corresponding error codes. Customer has to have agreements in place to utilize the LERG and NECA #4 files.

Localizer Module
Localizer module employs Localizer database information to determine local usage based on the to- and from- NPA-NXX in the data record. The Localizer module also includes online screens for viewing the Localizer data for the valid local NPA-NXX relationships and the corresponding data definitions for the local tariff filed.

Online Bill / CSR Display
Online Bill/CSR Display provides the ability to view access bills and customer service records online by invoice number. Twelve prior months of invoices and CSRs can be stored for viewing.

Manual Usage Interface
Manual Usage interface supports a mechanized input process for manual, paper or other sources of billable minutes-of-use and messages. This interface uses a standard record input, an edit process and a status and report file detailing the output results. A data dictionary listing the input record and a document describing each field-by-field edit performed is also provided.

Mediation
CDG's powerful Mediation module helps overcome the technical obstacles in billing by gathering and preparing all of your diverse data for rating, usage distribution and usage processing to standard industry formats. Mediation processes data from switches and other network systems and converts the information to manageable formats for billing, auditing and reporting purposes, including detailed reporting of all invalid toll dropped in editing. Mediation's flexible business rules, rating and scheduling also make it possible for a service provider to quickly activate new services without programming delays and accurately collect information to reliably bill consumers.

Payment Interface
Payment interface provides automated posting of batch payments into the payments file to eliminate manual entry. It includes complete edit checks, detailed audit reporting and error file recording with corresponding error codes.

Service Order Interface
Service Order interface allows automated posting of service orders into the facility access circuit files to eliminate manual entry. The module includes complete edit checks, detailed audit reporting and error file recording with corresponding error codes.

SS7 Billing
The SS7 Billing option offers retail billing of the SS7 functionality based on units that meet the C/BOS billing standard.

Unbundled Network Element Platform (UNE-P) Billing
Unbundled Network Element Platform (UNE-P) Billing produces the unbundled network element platform invoices from the facility provider to the Unbundled Local Exchange Carrier (ULEC) customer. Outputs for the paper and BDT invoice meet the C/BOS industry standards and support the billing of such UNE rate elements as interoffice transport, tandem switching, local switching, end-office trunk port charge and the tandem trunk port charge.

Variance Report
Variance Report provides a report and a file to segment usage information and revenue by traffic type and rate element. It includes a three-month comparison and variances between months reported.

Wireless Access Billing
CDG's Wireless Access Billing module is a service that can correctly identify terminating interMTA wireless usage that is valid for CABS billing. With the flick of a switch, wireless usage records in which the LRN fields have been populated, are compared to MTA tables to determine the correct jurisdiction of the call. ILECs, CLECs or wireless providers can generate additional revenue regardless of their current CABS arrangement by activating CDG's MTA usage and audit process. By correctly identifying MTA usage and billing, CDG's package reduces disputes and produces auditable records to assist in producing a previously untapped revenue source.

We think that our philosophy and our history have a lot to do with what sets CDG apart from other billing and data management companies.

At CDG, we believe in doing right by people. We take great pride in being responsive to our customers and assisting them with knowledge, technology and timely service. But more than simply responding to existing needs, we do our best to anticipate emerging ones.

Our Experience

Our Commitment to Our Clients

Our Leadership Team

Developing, deploying and supporting superior billing products is a team effort at CDG, and every team has its great leaders. Our key decision makers are just that - key decision makers. Each member relies on their team of employees and their own vast and varied experiences in the telecom industry to guide CDG's contiued growth.

Bob Labonte - Chief Executive Officer/President

Experience

Professional Memberships and Associations

As the owner, President and CEO of CDG, my focus is dedicated to enhancing CDG's value equation in the billing marketplace. We understand our vendor partnership role and seek new and enhanced ways to satisfy a shared goal of revenue optimization. We continue to improve our products to reflect industry changes and the demands of our customers to bring the best and most efficient products to market. As a former RLEC COO, I understand clients' operational needs and obligations and keep an eye toward efficient management with emphasis on achieving shared objectives.

I have more than 30 years' experience in sales, marketing and business management in telecommunications and related industries. When my partner and I purchased CDG in June 2007, we felt our experiences as executives of CDG's former parent company made us uniquely qualified to assume ownership of CDG and to quickly reposition it in the ever-changing billing arena. The result is the satisfaction of leading a talented group of managers and employees in realizing their professional and personal goals while helping our customers' achieve their business objectives.

William Oglesby - Chief Financial Officer/Secretary/ Treasurer

Experience

In my position as CDG's owner and CFO, my goal is to keep us on a fiscally sound path. I work to find ways to increase our revenue footprint, while balancing the costs of producing industry-leading software. It's also important for me to understand our position in the marketplace and to develop long-term projections and budgets that honestly reflect trends in the telecommunications industry.

My 35 years' experience in accounting, business and financial management, in addition to my experiences serving as CFO for a software development company and an RLEC CFO, provide me with a keen understanding of both sides of the billing equation.

Phil Goble - Chief Information Officer

Experience

In my role as CIO I work with other senior managers to determine CDG's business objectives, define a product technology vision to meet those business objectives, clearly communicate that vision to CDG staff and work with them to turn the vision into reality. My focus is to continue educating myself in areas that enable me to perform my duties to the highest degree possible and to effectively communicate CDG's and our customers' business objectives to our staff, so they understand not only what needs to be done, but why. In essence, my job is to make sure that CDG and our customers are always in a position to succeed.

I have worked in the telecommunications industry for more than 30 years in a variety of technical positions, and have been in senior management positions for a majority of my career. My positive view of CDG's products and people and the opportunity to participate in a product development role were the reasons I decided to join CDG in October 2005. Since I enjoy the creative process, I gain significant satisfaction from working with great people building great products, particularly when my role allows me to influence what and how things are built. The opportunity to lead the group that is responsible for the hardware/software infrastructure that operates our products is a bonus.

Stan Redden - Vice President - Product Development (CABS and Mediation)

Experience

Professional Memberships and Associations

When I joined CDG (then known as the Bank of Illinois Company), I accepted an entry level position in software development that offered the opportunity to begin my professional career and to gain valuable real-world experience. You could say I got what I was looking for and then some. After more than 25 years' experience in developing telecom software, I now lead the short- and long-term directions of both products as the Vice President of Product Development of the CABS and Mediation systems.

Many are amazed with the longevity of my CDG career, but my employment here has been challenging, rewarding and very interesting. The telecom industry is very competitive, and I've always enjoyed the challenge in building systems and providing support that is superior to that of other companies serving the same market place. I have also built strong relationships, both personally and professionally, with many knowledgeable colleagues while attaining a vast understanding of the carrier access world.

Mike Runyon - Vice President - Product Support

Experience

As Vice President of Product Support, I am responsible for maintaining customer service levels that surpass client expectations. I believe that building a great support experience begins with establishing a relationship between a client and our support representative. At CDG, we assign a dedicated staff member to each account right from the start. When a client calls for assistance, they aren't just another case randomly assigned by a support queue; they are connected with their representative, someone they know and who knows them. I also strive to foster a sense of community among our clients with routine user group conference calls, and our annual customer conference to help customers benefit from our shared and unique experiences and perspectives.

I have more than 30 years of management experience in the communications industry and first worked with CDG staff (then known as Bank of Illinois Company) while at Alltel as we jointly developed and delivered the first access billing in 1984, a special access bill from Alltel Midwest Region to AT&T. This experience led me to a focus in carrier access billing and working with CDG to build a business model around access billing. I joined CDG in the Access Billing Department in 1987 and still work with many people that were here when we began developing and maintaining what has become the industry leading CDG Carrier Access Billing system.

Andrew Sabatuk - Vice President - Sales

Experience

Being the Vice President of Sales, I need a complete understanding of the telecommunications industry, market trends, market segments and our competition. I also have to know our corporation's business goals and incorporate solutions to improve upon those objectives. In other words, I need a broad knowledge base to lead the sales force to best identify who we can help and how we can effectively help them be successful.

I've worked in all aspects of telecom sales, including national carriers and other billing vendors, and one of the things that drew me to CDG was the strong focus on education and building positive client relationships. Some businesses just want to get ink on a contract without regard to whether the client will truly benefit from that relationship or whether the vendor can deliver on the promises they've made. I prefer to get to know our clients and their businesses and to educate them about what CDG has to offer. At CDG, we don't sign a contract unless it is in the best interest of all parties.
